The camera surveillance systems of the Alhaurín de la Torre prison (Málaga) are modernized

The cost of the action, which will allow the installation of digital devices and video analysis systems, exceeds 1.7 million euros.

The Alhaurín de la Torre prison, in Malaga, which has been in operation for 20 years, is going to undergo a major renovation of part of its security facilities. Specifically, all the video surveillance equipment that allows the perimeter of the prison complex to be controlled, as well as the system's control center.

With this objective, the Society for Penitentiary Infrastructure and Equipment and State Security, linked to the Ministry of the Interior, has just activated the tender through which to contract the development of these actions. These, which include the reform of some units, such as the toilets of residential buildings and the construction of a new access to the center, have an initial cost of 1,780,000 euros (without VAT). The term set for the development of the works is 9 months and interested companies have until March 7 to present their offers.

Of the complete package of tasks to be carried out by the future successful bidder, the one related to the modernization of security systems stands out. In the report that accompanies the tender, it is noted that since 2010, the General Secretariat of Penitentiary Institutions has been requesting the implementation of digital security systems in its centers.

In the case of the Alhaurín de la Torre prison, the CCTV (closed circuit television) system is analog, with the exception of module 7, which has an IP CCTV system. To these is added that the perimeter security system "is based solely on volumetric detection in the area between the walls, visually supported by a system of analog cameras along the entire perimeter." In the opinion of the State Administration itself, the perimeter security system "is obsolete and has deficiencies that require its replacement."

And this is precisely what is going to be done through this contest, which seeks to "have a reliable perimeter security system that allows simple and effective monitoring of alarms". To do this, the intrusion detection system will be replaced by a new one, volumetric microwave barriers will be installed, as well as infrared at the accesses.

A perimeter CCTV system consisting of fixed cameras will also be placed on which video analytics will be carried out; mobile domes in the corners and intermediate sections necessary to support the vision of fixed cameras; a CCTV system in the exterior urbanization made up of thermal cameras at strategic points on which video analytics will be carried out; Mobile domes to support thermal vision.

One of the peculiarities indicated in the report is the video analysis system that the new interior CCTV will have, which currently has 260 cameras to control roads or patios adjacent to the interior wall of the interwall corridor. It will have "embedded video analytics algorithms based on self-learning technology."

This pattern-based and learn-by-example technology enables rapid system configuration and highly accurate event recognition while significantly reducing the false alarm rate.

In this way, the cameras will have a series of analysis rules. Thus, "the event is activated when the selected number of objects are in the region of interest; the object can come from within the region of interest or enter from outside". Or "triggers whenever an object moves in the prohibited direction of travel."

Currently, the complex has an intrusion detection system based on microwave barriers, with 11 pairs of barriers installed inside the walls on posts fixed to the ground and underground channels. Facilities, it is specified, that are "at the end of their life cycle and will be dismantled and withdrawn."

On the other hand, the center has a CCTV system in between the walls made up of 27 fixed cameras and six domes, all analogue, which are displayed in the Guardhouse on three monitors. With the exception of the interior parking cameras, which will remain operational and will be integrated into the project's new CCTV system, "the rest will be dismantled and removed.
